The design assumption is that the client is hostile hardware. Client-side checks raise the cost of cheating and produce signal; the rules themselves are enforced where they can be — on the server.
Titan AC does not claim to make cheating impossible, because no anti-cheat can. It also does not address malicious resources: a backdoor is code the operator installed deliberately, running with the server's own privileges, and that is FXScan's and Titan Security Cloud's domain.

No, and no anti-cheat can. The client runs on hardware the player controls, so any check executing there can eventually be found and neutralised. Anti-cheat detects known tooling, flags behaviour no legitimate client produces, and makes evasion expensive — while server-side validation is what actually enforces rules.
No; that is a different problem. A backdoor is code in a resource you installed, running with your server's privileges. Detecting it requires static analysis of the resource archive before installation, which is what FXScan does.
